One more time for the cheap seats: Texas does not allow its Governor to review the cases of condemned inmates. All reviews are done by the Board of Pardons and Paroles, who issues a recommendation to the Governor. Governor Bush may only pardon those inmates on which he has received such a recommendation. Pardons and Parole doesn't say, "Hey, let's suggest that the Governor cut this one some slack", then there ain't nothin' Governor Bush can do about it. And we happen to like it that way.
