5.7x28: Any Good for Cops/Self-Defense?

The 5.7x28 is the bottleneck cartridge FN chambers the P90 subgun and
Five-seveN pistol for.

31 gr FMJ at 2329 fps from the P90, and 1971 from the pistol.

Plugging it into the Fuller Index (humor me) we get:

P90 12 inches bare gel, 9.25 cloth, 9.75 after IIA Kevlar

An estimated OSS of 70%

The pistol does 7.75, 9.0, 6.0

OSS of 60%

Great for wounding troops, not stopping BGs ASAP? Would a JHP be better? Worse?

Does not seem even close to the 223/5.56

FN claims the round destabilizes in flight when it hits soft tissue. That allegedly increases its wounding capability. But the real goal of the 5.7 is to have a round that will easily penetrate any known body armor.

Personally, I'll stick to my Bushmaster/Sig 229 combo.
 
A slight change in the subject...
I was under the impression that the P90 was developed 10 years ago as a weapon for logistics and support troops (think M1 carbine and CAR 15) who did not need a full size rifle but still needed something in case of enemy action.
It would seem that the FN 57 pistol doesn't have anything to offer over what is currently available, except for the ability to easily punch through body armor.
It also seems that FN is marketing this to law enforcement because the military contracts are not coming in. FN spent money reasearching and producing a weapon that they have no current customers for. So they have to sell it to someone.
