as CLC said, if were talking about the carbines here there might actually be a comparision.
With the pistols, the Hi point is gonna be a cheap, ugly clunker, thats gonna be plenty of fun at the range, and effective on the nightstand. Theres been concerns about reliabilty, in both function and form. May not feed without being babied, maybe explode like a grenade (if you believe everything people say on the internet)

The Kel tec is gonna be a fine concealed carry piece. its gonna be less fun at the range, unless the fun is training with a CC piece. Most people would agree kel tec has a huge leg up on hi point in reliability and design.

depends what you're trying to do. I want a hi-point as a toy. If Illinois had concealed carry, a 9mm kel tec would be high on my list to try and buy.
Theyre not really in the same category, size and purpose wise. If youre just looking to get your hands on a super cheap pistol to start shooting, probably go with the hi point, however Id suggest saving up a couple more months and getting something in the ~500 range. Lots of used and new pistols in that range that arnt made of of compressed garbage.

For the carbines, I honestly dont have any evidence, but i would assume the KelTec would be the way to go. It has to have higher quality than a hi point.
