I am loading 357 rounds with 4227 and CCI small pistol primers. 15.4 grains of4227 gets 1075feet/sec. according to the loading manual I should be getting 1400+ feet/ sec. Any Help????

That is a big difference but does the manual specify regular or magnum primers? Also the manual loads were probably developed with a test barrel unless otherwise stated. Maybe much longer than your revolver barrel. You need to post more specifics I guess. Also you might see notable differences from one gun to the next with the same barrel length due to bore size, cylinder throat diameters, etc. but not that much diff. Try the handloading forum instead of the general handgun, maybe.

As previously posted, barrel length and using a small pistol primer rather than a magnum small pistol primer can effect the velocity. Also, bullet weight, design and construction can effect the velocity. A weak crimp can reduce velocity.

My Hornady book shows a 158 gr jacketed bullet with 15.4 gr of 4227 clocking 1250 fps out of a 8-3/8" Model 27. If you're shooting a 4" barrel then you could be losing @ 50 fps per 1" barrel which would put you at the 1050 fps mark.
Sounds like you're right on the chart.
