If you can afford it, one of the Stoners. Scary accurate.

An M-1A is also a good bet, and about half the price of the Stoner.
 
Semi-auto: FN-FAL, M1A, L1A1

Bolt action: Pretty much anything from Remington, Savage, Ruger, Tikka, Sako, or any of the major manufacturers.

What are your plans for it? (hunting, target shooting, etc.)

Scope: Depends on if you want economy or high end. Many, many very good options out there.
