I had the JP Tactical Compensator on my Ruger Scout for a while. It did an outstanding job reducing recoil, I was seriously amazed by how well it worked.

I was also amazed at how loud the dang thing was, you'll want to double up on the hearing protection. I couldn't handle it, I went back to an A2 flash hider.

I can't speak to the JP Recoil Eliminator.
 
Can't be sure, but here's my $.03...
Some brakes, or compensators, are designed primarily to reduce felt recoil to the shooter, others- to minimize muzzle "flip" or rise, for faster follow up shots and target re-acquisition.

In looking at the two, it seems the top on, in directing the muzzle blast directly to the sides, would be to reduce felt recoil.

The lower one, while having the side ports, also has porting on the top side, which would aid in keeping the muzzle down.

I've been interested in these two as well...hopefully someone with more knowledge than us can chime in and correct me, or add to the info...
 
tobnpr, you've pretty much got it. They are both actually targeted at the same competition market, however a tactical competition rule changed the acceptable dimensions of compensators used on match guns. JP Enterprises has it written up pretty well in their Tactical Compensator product description on their website.
