I don't know about the "best" but there are generally good deals at:

And I forget the other one. Kinda hard to compare, because the shipping costs vary and can affect your "net" price.
Depends on which kind of ammo you like, too. PMP (South African?) British Radway Green? Cavim (Venezuela)? Portugese?
Most comments I've seen say Hirtenberg(er?) is the best surplus. British Radway Green and Portugese also get good comments. I've tried Radway and Cavim, and the Radway seems a hair more accurate in my rifle.

http://www.aimsurplus.com also has Hirtenberger for a reasonable price ... again, try to compare price as shipped ... sometimes it just depends on your zip code.
RE: Hirtenberger ... I just shot the first of mine ... I was IMPRESSED! Several 4 shot groups under 2" at 100 yds in a stiff crosswind. Plus the brass is really clean ... ready to reload! I'd say that this stuff is worth seeking out.

Before I went to the most recent show I priced:
