i am thinking of having a ruger #1 RSI (20") rechambered to 270 weatherby.
what effect will this have on the weatherby speeds?
how much of a drop in published data could i expect.

Don't do it!!!!!!! My guess, and this is just a guess, you are gonna lose at least 200 fps and probably a lot more than that. Keep in mind that for years Weatherby's real velocity ace in the hole was the fact that most Weatherby rifles had 26" barrels as opposed to other manufacturers 24" barrels. This difference in barrel length enabled Weatherby to achieve just a little more punch than the competition. If you go with a 20" pipe for the 270 WM, you will definitely be working against yourself. Not to even mention that shooting a magnum cartridge like that from a carbine length barrel would be a tad unpleasant. At least to me, anyway.

The 25-06 gave it some competition but the 20 Inch .270 Weatherby Magnum takes the Gold medal in the Muzzle Blast Olympics!

Get ready to start hunting with ear protection at all times!

I'm not quite in mobias' court, seeing as you're not cutting existing barrel in that caliber down, but rather are rechambering the .270 barrel out. Yes, you'll waste jiggers-full of powder everytime you shoot, but what of it? If you're willing to put up with the blast, enjoy!

Frankly, I think a nice sedate 7mm (Mauser, not magnum!) would be more attractive in that length barrel. ;) But life is full of choices...
