A gun that's dead-on for one shooter at 25 yards isn't going to hit to the same place in the hands of another shooter.
A gun that's zeroed at 25 yards isn't probably going to hit to point-of-aim at seven yards (apparently the most popular distance for handgun shooting, based on the pictures I see posted here).
Some shooters like to put the target behind the front sight, others like the target on top of the sight.
If a gun has "fixed" sights (usually adjustable for windage), I'd expect you to have to experiment with different loads to find one that hits where you want it to.
