223/556 puzzlement

I understand the slight difference between the 223 Rem chamber & the 5.56 chamber (slightly greater neck diameter) and a longer (.030-.040") throat. What puzzles me is why no bolt gun makers I am aware of make rifles w/5.56 chambers/throating? Is this some perceived lawyer repellent? Since the 5.56 chamber/throat is lower pressure, I would have thought it would be embraced w/hosannas.
 
The military design package is for selective-fire use. Extraction can be a problem, so it's of more concern. So, chamber tolerances are set up with that in mind.

For civilian use, closer tolerances enhance accuracy.

Military use is effective with 2MOA grouping; civilians are far more picky.
