15 round magazines illegal??

All:

My cousin just bought a new CZ 75 B, and with it, he got 2 15 round mags. Are they legal? There are no dates on them. Is 15 not considered hi-cap for 9mm?

As long as the magazines were manufactured before the ban, they are legal. Until last year, you could buy a number of new firearms with high capacity magazines, but inventories have since run out. CZ was no exception.

If they have no markings like "Law Enforcement Only" they are pre-ban and perfectly legal unless some state or local law says otherwise.

From the current Federal Firearms Regulations Reference Guide:

"(31) The term "large capacity ammunition feeding device" -

(A) means a magazine, belt, drum, feed strip, or similar device manufactured after the date of enactment of the Violent Crime Control and Law Enforcement Act of 1994 that has a capacity of, or that can be readily restored or converted to accept, more than 10 rounds of ammunition; but

(B) does not include an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition."

Caution, your local regulations could and may be stricter.
